In 1994, Pasquotank County Smart Start Partnership for Children was established as part of Gov. Jim Hunt’s early childhood initiative. Since then, Albemarle Smart Start Partnership has made tremendous strides in improving the quality of life for the area’s families and young children.

In 1998, the Partnership was expanded to include Camden and Currituck counties, and the name was changed to Albemarle Smart Start Partnership for Children. In 2006, Gates County joined Albemarle Smart Start Partnership. In summer of 2007, Bertie County joined the partnership as well.

Child Care Resource and Referral (CCR&R) is an activity of Albemarle Smart Start Partnership, and serves as the lead agency for Region I, which includes Bertie, Camden, Chowan, Currituck, Dare, Gates, Hertford, Northampton,

Pasquotank and Perquimans counties.

CCR&R offers families assistance in finding child care, parenting classes and other resources, and works with child care providers to improve the quality of child care in the Albemarle area.

For families of children with special needs, the Family Support Network provides information, advocacy and monthly support groups.

For families with young children, the Parents as Teachers program offers home visits from a parent educator to help parents maximize their child’s early learning experiences.
